The mutual [OOC]| hacking match of the white race has left Japan to [OOC]| pursue her ends without restriction. Britain has [OOC]| retired, and left Jap mistress of the wide [OOC]| Pacific. She commands [OOC]| the Yellow and China Seas. She has pushed her [OOC]| island outposts thousands of miles closer to the [OOC]| Commonwealth. She has ground China beneath her [OOC]| heel, robbed her of her sovereignty, deprived her [OOC]| of the power of self-government, and made her as [OOC]| much a vassal State as Belgium is to [OOC]| Kaiserland.
Prior to this war, Great [OOC]| Britain was the dominant factor in the finance, [OOC]| politics and economics of China. She is so no [OOC]| longer. Japan has brought that supremacy to an [OOC]| end, and is exercising to China an influence far [OOC]| beyond anything attempted by the white race. [OOC]| China has ceased to be an independent, self [OOC]| governed country. Hereafter, it can do nothing [OOC]| without the consent of Japan. It is not only [OOC]| Germany that has been pushed out of China. Great [OOC]| Britain has also been pushed, and pushed without [OOC]| resentment or resistance.
JAPAN'S [OOC]| DEMANDS
Japan put up 24 demands on China. [OOC]| China offered to concede 17 and argue the rest. [OOC]| Japan did not argue. At 3 o'clock on the [OOC]| afternoon of May 7, it gave the Chinese [OOC]| Government 24 hours to say Yes to everything or [OOC]| perish. The demands made by Austria upon Servia [OOC]| were generous and gentle compared with the hands [OOC]| up and deliver of the Japs. The Japs demanded [OOC]| that China should cease to exist as an [OOC]| independent nationality. It could die at the [OOC]| point of the bayonet, or peacefully and [OOC]| painlessly in its bed; but die it must. China [OOC]| chose to give up the ghost quietly. Today the [OOC]| Chinese flag flies over the corpse of a nation. [OOC]| The Chows are subjects ~~ abject subjects ~~ of [OOC]| the Mikado.
The power of German militarism

CHINA'S ARMY AND NAVY
China is [OOC]| prohibited from having an army or a navy, except [OOC]| so far as Japan wills it. Such army and navy must [OOC]| be under the control of Japs. All dockyards and [OOC]| arsenals are to be officered by Japs. Raw [OOC]| material required for manufacture of war [OOC]| munitions must be obtained exclusively from [OOC]| Japan. All requirements for warlike purposes not [OOC]| procurable in China must be purchased from Japan. [OOC]| In short, the Chinese army of the future will be [OOC]| as much a part of the Japanese army as the native [OOC]| regiments of India are part of the British army. [OOC]| Under these conditions, what hope has Great [OOC]| Britain, or any other white man nation of getting [OOC]| a refooting in the East?
WHITEMEN NOT [OOC]| WANTED
The Chinese Government can do [OOC]| nothing ~~ politically, financially or [OOC]| industrially ~~ without the consent of the [OOC]| Japanese Government. Japanese advisers must be [OOC]| employed, and upon the inspired advice of those [OOC]| advisers the Chinese Government must act. For all [OOC]| practical purposes the Chinese Government might [OOC]| as well not exist. The absolute mastery of the [OOC]| East is the price which the Allies have paid for [OOC]| Japanese assistance.
Hereafter, no white [OOC]| man must be employed in China without the consent [OOC]| of the Japanese Government. In every place where [OOC]| experts are required, Japs must be given [OOC]| preference. Japs are to be in control of the [OOC]| Kirin-Changliun and Antung-Mukden railways.

Not only must Japs get preference,

Yet the sovereignty of [OOC]| China has gone down the sewer, and the rights [OOC]| held by the white race in China as a result of [OOC]| trade and treaty have been dealt with as if the [OOC]| white race had ceased to exist. Preference for [OOC]| the Jap is the supreme law in Chowland.
[OOC]|BRITAIN OUSTED
The Chinese Government, [OOC]| in its memorandum, points out that, under [OOC]| agreements, March 6, 1908, March 31, 1914, and [OOC]| August 24, 1914, preference had to be given to [OOC]| British firms for railway construction along the [OOC]| Yangtze Valley, but the Japs forced the abolition [OOC]| of the preference in favor of themselves.
