Biography
She and her sister Laura were daughters of John Farnaby Cator (1816-1899), who assumed the surname Lennard and was created 1st Bt. in 1880. Their mother was his first wife Laura Golding (d.1850), who was cousin to Anne Sturges Bourne. Penelope Lennard married (1875) William Packe (d. 1880).
